Selects the amount of time that the radio waits before sending a retry of the last message. This feature applies to ASTRO OTAR operation for the current Secure KMF Profile.
When the Secure Operation field is set to "Hardware", and
when the OTAR Enable field is enabled, and
when the ASTRO OTAR Enable field is enabled, and
when the Response Kind field is set to "Confirmed", and
when the radio is model / option capable.
